VODACOM TO PAY 60% OF PROFIT IN DIVIDEND TO SHAREHOLDERS

Vodacom Tanzania shareholders will now get 60 per cent of its net profit in dividends, the Board of Directors has recommended.

According to a statement issued on Wednesday, the recommendation for 60 per cent of net profit in dividend was reached to build their confidence after successful initial public offer and listing at the Dar es Salaam Stock Exchange (DSE).

Last week, the Board of Directors of the mobile telecommunication company recommended a gross final dividend of Tshs 12.74 per ordinary share, payable from income reserves, in respect of the financial year ended 31 March 2017.

"Subject to conditions stated in the company’s dividend policy, Vodacom Tanzania PLC proposed to pay its shareholders at least 50 per cent of net profit after tax. However, investors will now get 60 per cent of net profit after tax, building investor confidence post-IPO, the statement reads in part.

Vodacom, the leading mobile telcom in Tanzania in terms of subscription, became the first mobile telecom operator to list at the bourse after a successful initial public offer, which was the largest IPO in the history of capital markets, attracting more than 40,000 local investors.

WORRIES ABOUND AS SIX BANKS DOMINATE INDUSTRY

Six banks control 60 per cent of the industry market share in Tanzania and this partly explains why lending rates remain high despite falling inflation and deposit interest rates, economists say.

CRDB, National Bank of Commerce (NBC), National Microfinance Bank (NMB), Standard Chartered, Stanbic and Exim are controlling 60 per cent of industry deposits, assets, loans and advances.

And each with a balance sheet in excess of 1.0tri/- based on last year figures. The situation is not healthy to the economy as their dominance leads to low competition seen in lending rates, which remain high despite falling inflation and deposit interest rates. The situation might create monopoly phenomenal since the largest banks are leading others into their decisions.

But worse, the banking industry lacks business segment specialisation. University of Dar es Salaam (UDSM) Senior Economist, Prof Humphrey Moshi, said the tendency was not good as these six tend to determine lending and deposit interest rates movements.

“It is not surprising that the inflation is around five per cent, but lending rates are still hovering around 12 and 17 per cent … while deposit rate are well below ten per cent, thus discoursing savings culture,” said Prof Moshi in an interview.

SOUTH AFRICA IN TALKS WITH CITIBANK ON STATE AIRLINE DEBT

PRETORIA, Sept 26 (Reuters) - South Africa is in talks with Citibank on how to settle a 1.8 billion rand ($135 million) loan to the state airline due end September after the lender said it would not roll over the debt again, Treasury Director General Dondo Mogajane said on Tuesday.

“We owe Citibank about 1.8 billion rand. We had an understanding with them to roll (the debt) to September. Citi did indicate to us that they will not be in a position to roll further and we engaged them. It’s an ongoing consultation,” Mogajane told journalists.

South African Airways was in July provided with state funds to help it repay loans of about 2.3 billion rand to Standard Chartered.

ACACIA LIKELY TO START GENERATING CASH AGAIN

Acacia Mining Plc which earlier this month decided to reduce operations in Tanzania, said its Buzwagi mine is likely to start generating cash again after upbeat results from a trial to increase the proportion of sellable gold bars.

Gold bars are not impacted by the export ban on gold and copper concentrate imposed by the Tanzanian government in March.

But the positive trial results at Buzwagi has led the company to keep the mine producing just gold bars, which are not affected by Tanzania’s export ban, until the end of its life in 2020.

Of Buzwagi's total production this year, around two-thirds has been made up of concentrate but since the ban was introduced in early March, Acacia has only been able to sell around 35 percent of the operation's output, while incurring 100 percent of the cost.

"There are no changes to group production or cost guidance resulting from this processing change, however it will result in Buzwagi being able to sell an additional 8,000-10,000 ounces per month for the remainder of the year," Acacia said in the statement.

Acacia has been facing government pressure since March, when President John Magufuli imposed the ban on gold concentrate, which represents about a third of the miner’s output.

FINSCOPE TO REVEAL CITIZENS FINANCIAL BEHAVIOUR

Tanzanians financial behaviour on how to generate and manage incomes in the last few years will feature high on findings of a new FinScope report.

The report, the fourth edition of FinScope Survey 2017, will be unveiled in Dar es Salaam this Thursday. According to FinScope, the survey provides an overview of financial behaviour of Tanzanians in terms of uptake and usage of financial services and highlights factors that prohibit and drive the habits.

Speaking yesterday ahead of the launch, the Chairperson of FinScope Survey 2017 Technical Committee from Bank of Tanzania (BoT), Dr Deogratius Macha, said the survey highlights achievements and challenges in the financial sector.

“The upcoming survey shows feelings of the market towards financial services, further showing how the same products and services in the market have been fairing. “It also gives the perception that consumers have of those products,” he explained.

The first FinScope survey was conducted in 2006, followed by other studies in 2009 and 2013. The BoT official noted that the previous surveys had put focus only at regional level in terms of analysis, but the new study had gone far to the district level.

CRDB’s Managing Director Dr Charles Kimei said the bank has all reasons to contribute to the initiative since 69 per cent of its business comes from Dar es Salaam. “Teachers offices are the key infrastructure for the best performance of our children…we believe good officers increase schooling performance,” he said.

Dr Kimei said since the initiative has great importance not for Dar but also other regions as well, “CRDB prior to present a 100m/- cheque and pledged to donate 100m/- more next year.”

NEW YORK (Reuters) - Oil prices soared more than 3 percent on Monday, with Brent hitting its highest in more than two years, after major producers said the global market was on its way to rebalancing, while Turkey threatened to cut oil flows from Iraq’s Kurdistan region towards its ports.

MULTIBILLION PROJECTS TO TRANSFORM ARUSHA CITY

He cited the construction of the 139bn/- Usa River- Arusha road, 42bn/- Arusha Water Project and the Rural Electrification project that will supply power to the region’s over 200 villages.

The President was later stopped at Pacha ya Kia in Kilimanjaro region before arriving at KIA airport.

DANGOTE CONFIRMS PPC ACQUISITION RUMOR

CEO and founder of Dangote Industries, Alhaji Aliko Dangote.
21 September 2017 - CEO and founder of Dangote Industries, Alhaji Aliko Dangote, yesterday had talks with Francine Lacqua at the Bloomberg Global Business Forum at the Plaza Hotel in New York City. When asked about latest acquisitions, Dangote confirmed that he is looking at acquiring South Africa’s PPC (a cement producing company).

He said that the market in South Africa is in need of consolidation, admitting that his bid of PPC is not just a rumor. Although there are other bidders he still thinks his company should bid sensibly in a way that will benefit the shareholders of both PPC and Dangote Cement. They’ve written to PPC and are expecting response by early next week. Plans are in place to consolidate all the assets together and see how to correct the market.

Aliko Dangote thinks that PPC wants a bigger company that will seat and consolidate, but actually needs a player who is already in the cement business with the right focus to make the company better. He has no plans of overpaying because overpaying, he says, might be a problem for Dangote shareholders, who are his priority.

TRUMP ADMINISTRATION TO CONTINUE POWER AFRICA

Trump’s administration will pursue the “Power Africa” programme, announced Andrew Herscowitz who coordinates the initiative in the US. Various US officials including State secretary Rex Tillerson support the initiative and want it pursued, the coordinator said.

Launched in 2013 by President Barack Obama, Power Africa aimed at doubling access to power in sub-Saharan Africa, by 2030.

The increasing implication of the private sector in the programme puzzles many of the new administration’s officials, according to Herscowitz. Truly, for each dollar that US government spends on the scheme, the private sector spends between $50 and $100. “This is a model that many in the administration really like and want to see continue,” the coordinator said.

SHAKE-UP LOOMS AS KENYA AIRWAYS BOSS HIRES FIVE POLISH EXECUTIVES

Kenya Airways  chief executive Sebastian Mikosz has hired five new executives from Poland — his home country – signalling a looming shake-up of the airline’s senior management.
It is not unusual for an outsider CEO to bring in a group of individuals upon taking charge of a corporation, but management experts said taking on board such a large number of expatriates in senior positions that early in his tenure could be counter-productive.
Kenya Airways insiders said the decision has already caused tension among workers who see it as a purge of individuals hired under the leadership of former CEOs Titus Naikuni and Mbuvi Ngunze under whose watch the airline nosedived to near bankruptcy.
In an email to staff, Mr Mikosz announced that the five expatriates were hired from his former employer, LOT Polish Airlines, effective September 1.
They are Monika Kietyka-Michna, Edyta Kijewska-Teny, Magdalena Serwach, Marcin Celejewski and Micha Mierciak.

APOLOGIZING TO LONDON, UBER CEO OFFERS CHANGE TO KEEP LICENCE

A photo illustration shows the Uber app on a mobile telephone, as it is held up for a posed photograph in central London, Britain Sept. 22, 2017.
Uber's new boss Dara Khosrowshahi apologised to Londoners for the taxi app's mistakes and pledged to make changes as the Silicon Valley firm tries to overturn a decision to strip it of its licence in one of its major markets.

The British capital's transport regulator on Friday deemed Uber unfit to run a taxi service and decided not to renew its licence to operate, which will end this week, citing the firm's approach to reporting serious criminal offences and background checks on drivers.

Mayor Sadiq Khan, a Labour politician who has criticised the firm in the past, said on Monday he had asked Transport for London (TfL) to be available to meet CEO Khosrowshahi.

Uber's 40,000 drivers, one third of the city's total number of private hire vehicles, will continue to take passengers until an appeals process is exhausted, which is likely to take several months.

London police complained this year that the app, which is backed by Goldman Sachs and BlackRock, was either not disclosing, or taking too long to report, serious crimes including sexual assaults and that this put the public at risk.

PRESIDENT JOHN MAGUFULI ROLLS OUT 3,000 ARMY JOBS

The Commander-in-Chief of the armed forces, President John Magufuli inspects a guard of honour during the pass-out parade for officer cadets at the Sheikh Amri Abeid Stadium in Arusha. A total of 422 Tanzania People's Defence Forces (TPDF) officer cadets were commissioned to the rank of Second Lieutenant, recently.
Arusha - The Commander-in- Chief of the armed forces, President John Magufuli, has rolled out an employment mat to 3,000 new soldiers, in addition to the government’s own intention to hire more than 50,000 fresh public servants.

Dr Magufuli revealed this while commissioning 422 officer cadets graduating from the Tanzania Military Academy (TMA). The parade of colours was held at Sheikh Amri Abeid Stadium in Arusha, being the first time for the event to take place in the city centre.

He directed the Ministry of Defence and National Service to ensure that new cadets graduating from various military training get assimilated into the army; “Because from what we have seen here, these recruits are well fitted out.”

Other than the army, the Head of State also promised windfall to other citizens as far as employment is concerned.

“We have been cleaning out ghost workers, unqualified imposters and corrupt officials from the government and public institutions and now we have ample vacancies to recruit new employees and soon more than 50,000 Tanzanians are going to get jobs in the government and public institutions,” said President Magufuli.

PRESIDENT JOHN MAGUFULI GIVES 24 MONTHS DODOMA RELOCATION ULTIMATUM

Arusha - Central government employees who are supposed to relocate to Dodoma, but will still be in Dar es Salaam come 2019 should consider themselves jobless, because even the State House will pack its bags in two years.

President John Magufuli revealed in Arusha that, he intends to move to Dodoma, the new capital city by the year 2019; “The Prime Minister, Mr Kassim Majaliwa has already shifted to Dodoma. The Vice-President, Mama Samia Suluhu Hassan on the other hand will be migrating there next year,” he stated.

“Therefore, after 2019, when the State House shifts to Dodoma it will be strange to see any ministry, central government offices and related institutions still sticking to Dar es Salaam and those that are going to be stubbornly clinging there, should consider themselves sacked automatically,” the Head of State insisted.

The President pointed out that there is no way that the country will continue to dillydally with the issue of moving its capital to Dodoma; "The Father of the Nation, Mwalimu Nyerere issued the directive way back in 1973 and it is unfathomable that we are still dragging our feet over the issue," he said.

We hope to see her, Michelle Bachelet from Chile, Graça Machel from Mozambique and other appointees raise Africa’s voices, especially on women issues to the global body,” she said.

TANZANIA'S MAIDEN GEOPARK EYES 22BN/- FINANCIAL BOOST

China will provide Tanzania’s maiden Geopark with 10 million US dollars (over 22bn/-) financial support.

The Ngorongoro-Lengai Geopark is earmarked to cover 12,000 square kilometres of rocky hills, lengthy underground caves, lake basins, hominid discovery sites and the active Oldonyo L’engai, Volcano.

The Geopark will be the second in Africa, after the one in Morocco and the first South of the Sahara. Ngorongoro Conservation Area Authority (NCAA) Conservator Dr Freddy Manongi says of the Geopark, “While tourists from America and Europe prefer game driving into National Parks to view wildlife; the Chinese and other Asians are different.”

According to Dr Manongi, tourists from China, Korea, Japan and other Asian countries prefer seeing landscapes, mountains, caves, gorges and other geological features.

POLICE CORDON OFF MIRERANI TANZANITE GEMSTONE AREA

The Police Force has with immediate effect positioned its officers in and around Mirerani mines to control activities taking place and restrain any acts of theft of tanzanite gemstones that can only be found around that northern Tanzanian area.

Manyara Regional Police Commander Francis Massawe told the ‘Daily News’ that the police took action just as President John Magufuli gave orders to ensure the vital gemstones were not stolen, as it has proved to be the case in the past.

RPC Massawe said they had since positioned themselves well, and that they could now observe meticulously all activities taking place within the mines from Block A to D in terms of mining as well as storage of the tanzanite gems.

“As you are aware the president ordered the TPDF (Tanzania People’s Defence Forces) … through National Service to build a fence around the area.

PLAYERS EMBRACE SHIPPING REGULATOR

Players in the shipping industry have welcomed the envisaged National Shipping Agencies Corporation (NASAC), which they believe, will play a crucial role to improve efficiency, reduce costs and curb cheating by some unscrupulous ship liners.

Speaking in separate interviews with ‘Daily News’, some stakeholders accused ship owners of operating own in-house agencies, contrary to the law, expressing hopes that NASAC, as industry regulator, will address the malpractices.

The Shipping Agency Act restricts ownership of shipping agents to 51 per cent by Tanzanians but many multinational shipping lines have established their own agencies, elbowing out local players from the lucrative industry.

The Minister for Works, Transport and Communication, Prof Makame Mbarawa, on September 15, this year tabled for first reading in the National Assembly, the National Shipping Agencies Bill 2017, which seeks to establish the industry regulator.

The bill proposes transfer of all maritime regulatory functions from the Surface and Marine Transport Regulatory Authority (SUMATRA) to the new watchdog.
